Malaysia's biggest export to India is palm oil ($2-2.8B a year) - and it needs no BIS certification at all, it's a raw commodity. The part that DOES need BIS sits elsewhere: electrical & electronic equipment (Malaysia's largest genuine BIS category, $2-2.3B, mostly from Penang), plus machinery, rubber gloves, oleochemicals and steel. Here's a number that surprises most Malaysian exporters we talk to: palm oil and other animal/vegetable fats make up roughly $2 to 2.8 billion of what Malaysia ships to India every year - comfortably the largest single category. None of it needs BIS certification. Zero. It's a bulk commodity, not a manufactured product, so it simply doesn't fall under the Bureau of Indian Standards' remit at all.

Malaysia's Real Industry Hubs, One at a Time
Instead of a generic "we cover Kuala Lumpur, Penang and Johor" line, here's what's actually manufactured where, and why it matters for your certification route:
Penang - "Silicon Valley of the East"
Malaysia's electrical & electronics sector is its single largest export industry nationally, and Penang is where most of it concentrates - alongside Kulim Hi-Tech Park just across the border in Kedah. If your factory sits in this corridor, you're almost certainly making something that falls under CRS: semiconductors, computing hardware, telecom equipment, storage devices.
Selangor & the Klang Valley - Rubber Gloves
Top Glove (the world's largest rubber glove maker, headquartered in Shah Alam) and Hartalega (its nitrile-glove complex in Sepang) both sit in this corridor. Whether your gloves need BIS depends on end-use classification - medical, industrial, or general-purpose gloves aren't treated identically. We check this before recommending a scheme.
Johor - Oleochemicals
Pasir Gudang in Johor hosts major oleochemical refining (IOI Group among others) - the industrial derivatives of palm oil, like fatty acids and industrial soaps, which unlike raw palm oil often do need certification. Kuantan, Pahang - Steel
Alliance Steel's plant inside the Malaysia-China Kuantan Industrial Park runs a multi-million-tonne crude steel capacity - wire rod, H-beam, bar products. Steel isn't currently a huge slice of Malaysia's exports to India specifically, but for the manufacturers who do ship steel products here, FMCS with a factory inspection is the standard route.

Don't accept a single blanket timeline for "BIS certification" - a Penang semiconductor filing and a Kuantan steel filing are on completely different clocks.
