To regulate telecom products entering the Indian market, TEC introduced the Mandatory Testing and Certification of Telecom Equipment (MTCTE) scheme. This makes it compulsory for manufacturers and importers to obtain a TEC certificate before selling or importing telecom products in India.

What is TEC Approval?
TEC (Telecommunication Engineering Centre) is the technical arm of the DoT responsible for defining Generic Requirements (GRs), Interface Requirements (IRs), and Service Requirements (SRs) for telecom equipment. TEC approval ensures that:

What is MTCTE?
Under the Indian Telegraph (Amendment) Rules, 2017, all telecom products must undergo Mandatory Testing and Certification of Telecom Equipment (MTCTE) before use, import, or sale in India.
Currently, 74 categories of products including routers, switches, IoT devices, base stations, and smart meters fall under MTCTE. Products are tested in TEC-designated labs, and only compliant equipment receives a TEC certificate with a unique registration number.

Types of TEC Certification
TEC offers different certification schemes under MTCTE:
1. ) Mandatory TEC Certification – Required for listed telecom equipment (via GCS or SCS schemes).
1(a). ) GCS (General Certification Scheme): Involves detailed testing, compliance reports, and takes ~40–45 working days.
1(b). ) SCS (Simplified Certification Scheme): Requires self-declaration of conformity (SDoC) with a shorter timeline of ~15–20 working days.
2. ) Voluntary TEC Certification – For manufacturers who want additional credibility even if their products are not mandatory under MTCTE.
3. ) Voluntary Security Certification – Focused on cyber security, encryption, and data protection features in telecom products.
4. ) CAS/SMS Certification – Required for Content Access Systems (CAS) and Subscriber Management Systems (SMS) used by broadcasters, DTH, and cable operators.
TEC/MTCTE Certification Process
Step 1: Portal Registration – Register on the MTCTE portal and submit company & factory details.
Step 2: Product Selection – Choose product category, variants, and interfaces.
Step 3: BoM Upload & Approval –Submit Bill of Materials (BoM) for TEC review.
Step 4: Fee Payment –Pay administrative and evaluation fees.
Step 5: Product Testing – Send product samples to TEC-approved labs for EMI/EMC, safety, and performance testing.
Step 6: Report Submission – Upload test reports and compliance documents.
Step 7: Evaluation – TEC reviews documents, communicates deficiencies if any.
Step 8: Certification – TEC issues the certificate upon compliance.
