Introduction to the BIS (Quality Control) Order, 2025 for Safety of Household, Commercial and Similar Electrical Appliances IS 302 (Part 1) 2024

The Ministry of Commerce and Industry, Government of India, has issued the Safety of Household, Commercial and Similar Electrical Appliances (Quality Control) Order, 2026, vide S.O. 1739(E) dated 6th April 2026, published in the Gazette of India (Extraordinary), Part II – Section 3 – Sub-section (ii).

This Order supersedes the earlier Safety of Household, Commercial and Similar Electrical Appliances (Quality Control) Order, 2025 and shall come into force on 1st October, 2026.

All electrical appliances intended for household, commercial or similar applications must now mandatorily conform to IS 302 (Part 1): 2024 and bear the BIS Standard Mark (ISI Mark) under a licence from the Bureau of Indian Standards (BIS) before being manufactured, imported, or sold in India.

SCOPE & APPLICABILITY

This Quality Control Order applies to all electrical appliances intended for household, commercial, or similar use with the following rated voltage limits:

- Not exceeding 250 V for single-phase appliances

- Not exceeding 480 V for other appliances (including DC supply and battery-operated appliances)


This Order does NOT apply to:

- Products already covered under any other Quality Control Order issued under the BIS Act

- Products already notified for mandatory BIS certification under any other Act

- Goods manufactured domestically solely for export


The Order covers a wide range of 90 electrical appliance categories including but not limited to:

Vacuum Cleaners, Cooking Ranges, Hobs & Ovens, Electric Shavers & Clippers, Tumbler Dryers, Frying Pans & Deep Fat Fryers, Massage Appliances, Electric Coffee Makers, Food Processors, Dishwashers, Air Cleaning Appliances, Whirlpool Baths & Spas, Sauna Heating Appliances, Commercial Electric Cooking Equipment, DC/Battery-operated Appliances, and many more.

COMPLIANCE REQUIREMENTS

All listed appliances must conform to IS 302 (Part 1): 2024 [equivalent to IEC 60335-1: 2020] – Household and Similar Electrical Appliances – Safety – Part 1: General Requirements.

Manufacturers and importers must obtain BIS certification under Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018 before placing products in the Indian market.

EXEMPTIONS & RELAXATIONS

- Goods manufactured exclusively for export are exempt from this Order.

- Manufacturers certified by BIS, or who have applied for BIS certification, may sell existing declared stock for up to 6 months from the implementation date — subject to a declaration filed with BIS.

- Research & Development (R&D) Import Provision: Manufacturers may import up to 200 units per year for R&D purposes. Such goods must not be sold commercially and must be disposed of as scrap. A year-wise record must be maintained and submitted to the Central Government if required.

IMPLEMENTATION DATES

- General Enterprises (excluding Micro & Small): 1st October, 2026

- Small Enterprises: 1st January, 2027

- Micro Enterprises: 1st April, 2027

PROVISION FOR EXISTING STOCK

Manufacturers/importers who hold stock produced before the implementation date may sell such stock for up to 6 months from the implementation date, provided:

- The manufacturer is already BIS certified, OR has applied for certification

- A formal declaration is made to BIS to this effect

ENFORCEMENT & PENALTIES

Any person who contravenes the provisions of this Order shall be punishable under the Bureau of Indian Standards Act, 2016.

Implementation Authority

Bureau of Indian Standards (BIS) is the designated certifying and enforcing authority for all goods and articles covered under this Quality Control Order.

BIS shall act as the sole authority for:

- Granting BIS licences to manufacturers and importers

- Monitoring market compliance through inspections and testing

- Taking enforcement action against non-compliant products
