BIS Certification for Artificial Grass Carpet (IS 18158:2023)

Artificial grass carpets made from synthetic yarn have evolved from a sports-only niche into one of India's fastest-growing landscaping product categories. What was once confined to football pitches and cricket practice nets now covers residential balconies, corporate office terraces, school playgrounds, hotel poolside areas, shopping mall atriums, public parks and municipal open spaces. The driver is India's urban infrastructure investment - smart cities, AMRUT, playground and park development, and the rapid expansion of sports facilities under SAI and state sports boards.

The product sits at the intersection of textile technology and landscape engineering. The pile yarn - polyethylene (PE), polypropylene (PP) or nylon (PA) - is tufted into a primary backing, which is then coated with a secondary backing (latex or polyurethane) for dimensional stability and pile retention. The result must survive years of outdoor exposure: UV radiation in Indian summers, monsoon water ingress, foot traffic, and repeated cleaning. IS 18158:2023 is the Indian Standard that defines and verifies all of this.

IS 18158:2023 is the Indian Standard titled Textile Floor Covering - Artificial Grass Carpet Made of Synthetic Yarn for Landscape - Specification. It was developed by BIS Committee TXD 04 (Textile Floorcovering) and notified in 2023, making it one of the newest Indian Standards in the floorcovering family. As of July 2026, it has zero amendments - the notified 2023 version is the current applicable standard.

The standard is a specification - it covers both the construction parameters (what the product is made of and how) and the performance parameters (how it behaves in service). Tests verify outdoor durability, structural integrity and safety:

IS 18158:2023 certification is voluntary - so why invest in it? Because the markets where volume and value exist are the institutional and government markets, and they are already moving toward certified product:

• Government and smart city tenders: Municipal corporations, NMMC, AMRUT projects and smart city landscape packages are beginning to specify BIS-compliant artificial grass in technical bid documents. The first certified supplier has a direct tender advantage over uncertified competitors.
• Sports Authority of India (SAI) and state sports boards: Sports infrastructure procurement for multi-purpose courts, warm-up areas and training facilities is moving toward standardised specifications. IS 18158:2023 certification is the verifiable quality credential for this segment.
• School and college infrastructure: Government school and college landscape projects under state PWD and CPWD procurement increasingly specify quality-certified materials. The ISI Mark is the credential that clears technical scrutiny.
• Export and international buyers: Overseas buyers sourcing from India increasingly want a domestic standard certificate alongside their own country certifications. IS 18158:2023 adds a verifiable Indian quality layer to export documentation.
• Differentiation from unverified imports: India's artificial grass market is flooded with uncertified imported product of variable quality. The ISI Mark is the visible proof that your product has been independently tested - a powerful differentiator in a market where end-buyers have been burned by early colour fading and backing delamination.
• Pre-QCO positioning: When a QCO for artificial grass is notified - and given the pattern of QCOs expanding into floorcovering and technical textile categories, this is a matter of when, not whether - certified manufacturers will have a market head start over competitors scrambling to comply. Under the BIS (Conformity Assessment) Amendment Regulations, 2026 (notified 25 February 2026), Scheme-I ISI Mark licences are now granted for periods of up to 5 years - a significant improvement from the earlier typical 2-year grant. The licence fee is payable annually in advance along with a production statement. Miss the annual fee due date and the licence can be suspended up to 90 days (with a late fee to restore). Continued non-payment triggers cancellation.

Post-licence compliance obligations: maintaining the documented quality management system to IS 18158:2023, keeping in-house test equipment calibrated, submitting annual production statements with fees, and allowing BIS surveillance access.
