Furniture Quality Control Order 2025 - BIS QCO for Work Chairs, Chairs & Stools, Tables, Storage Units, Beds & Bunk Beds
Introduction
The Ministry of Commerce and Industry, Government of India, has issued the Furniture (Quality Control) Order, 2025 vide S.O. 801(E) dated 13th February, 2025, published in the Gazette of India (Extraordinary), Part II - Section 3 - Sub-section (ii).
This Quality Control Order mandates that all furniture products - including Work Chairs, General Purpose Chairs & Stools, Tables & Desks, Storage Units, Beds, and Bunk Beds - must conform to the corresponding Bureau of Indian Standards (BIS) Indian Standards and bear the mandatory ISI Mark (Standard Mark) before being manufactured, imported, or sold in India.
Enforcement is effective from 14th February, 2026 for general enterprises. Micro & Small Enterprises have been given an extended timeline of 14th August, 2026.
The Order has since been further strengthened through two amendments:

- Furniture (Quality Control) Second Amendment Order, 2026 - S.O. 1125(E) dated 2nd March, 2026
These amendments introduced additional provisions for R&D imports, existing stock clearance, export-related components, Bill of Lading relaxation, and Purchase Order-based import provisions to ease the transition for manufacturers and importers.

Scope & Applicability
The Furniture (Quality Control) Order, 2025 applies to all furniture intended for domestic sale in India. The Order covers the following six categories of furniture products:
1. Work Chairs - IS 17631:2022
2. General Purpose Chairs and Stools - IS 17632:2022
3. Tables and Desks - IS 17633:2022
4. Storage Units - IS 17634:2022
5. Beds - IS 17635:2022
6. Bunk Beds - IS 17636:2022
- Furniture manufactured domestically for sale in the Indian market
- Furniture imported into India for commercial sale
- Both fully assembled and ready-to-assemble furniture within the defined IS standard scope
- Furniture manufactured domestically exclusively for export purposes
- Non-BIS marked components or sub-assemblies imported by Indian furniture manufacturers specifically for export of finished furniture (subject to self-declaration conditions - see Amendment 1, February 2026)
- Enterprises registered on the Udyam Portal with plant & machinery investment not exceeding ₹25 Lakhs AND annual turnover not exceeding ₹2 Crore as certified by a Chartered Accountant (permanently exempt)
Products Covered in Detail
The following six furniture categories are notified under the Furniture QCO 2025. Each category is mapped to a specific Indian Standard. Understanding the product scope - including what is excluded from each standard - is critical before applying for BIS certification.
Work Chairs (IS 17631:2022):
Covers ergonomic and office work chairs, including revolving chairs, executive chairs, task chairs, operator chairs, and adjustable seating used in office and professional environments. Applies to chairs designed for adult use. Covers both fully assembled and ready-to-assemble units.
Key Exclusions: Industrial chairs used in non-office environments are not covered under this standard.
General Purpose Chairs & Stools (IS 17632:2022):
This standard covers all types of general-purpose chairs and stools intended for domestic, office, educational, and commercial use. This includes plastic chairs, wooden chairs, metal chairs, folding chairs, dining chairs, visitor chairs, bar stools, counter stools, and similar seating products sold for everyday use. Applies to chairs and stools designed for adult use.
Key Exclusions: Reclining chairs, rocking chairs, settees, and swivel chairs with castors (covered under IS 17631) are excluded. Ageing, stuffing materials, upholstery fabrics, and foam cushion durability are not assessed.
Tables and Desks (IS 17633:2022):
Covers dining tables, study tables, office desks, coffee tables, side tables, centre tables, foldable tables, computer desks, sit-stand desks, standing desks, and glass-top tables. Applies to both fully assembled and ready-to-assemble units including those incorporating glass. Key Exclusions: Integrated storage elements within tables are not within scope. Long-term structural failure due to habitual misuse and ageing effects are not assessed.
Storage Units (IS 17634:2022):
Covers wardrobes, cabinets, bookshelves, cupboards, chest of drawers, sideboards, TV units, and similar storage furniture for domestic and institutional use. Applies to both fully assembled and ready-to-assemble units. If a product line includes multiple models, the worst-case scenario model must be tested.
Key Exclusions: Wall strength for wall-mounted units is outside scope - only the cabinet itself and its mounting components are assessed.
Beds (IS 17635:2022):
Covers single beds, double beds, queen-size beds, king-size beds, divan beds, and similar bedroom sleeping furniture for adults and children. Applies to both fully manufactured and ready-to-assemble beds for domestic and non-domestic settings.
Key Exclusions: Waterbeds, airbeds, foldaway beds, bunk beds (covered under IS 17636), and beds for special needs or medical purposes are excluded. Fire resistance and electrical functions are outside scope.
Bunk Beds (IS 17636:2022):
Covers all types of bunk beds including double-decker beds, loft beds, triple bunks, and similar stacked sleeping furniture, particularly those used in children's rooms and dormitories. Also covers single beds with a base height of 800mm or more above floor level.
Key Exclusions: Material composition, design aesthetics, and manufacturing methods are not within scope of assessment. Testing focuses solely on sleeping functionality.
Compliance Requirements
All furniture products covered under this QCO must meet the following compliance requirements before they can be manufactured for sale or imported into India:
- Conform to the relevant Indian Standard (IS 17631 to IS 17636) - latest version including all amendments notified by BIS from time to time
- Bear the BIS Standard Mark (ISI Mark) under a valid BIS licence granted to the manufacturer or importer
- Obtain certification under Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018
- Product samples must be tested at BIS-recognised laboratories as per the applicable IS standard before certification is granted
- Manufacturing facility must pass a BIS factory inspection verifying production capability, raw material quality, and in-process testing systems
- Every certified unit must display the ISI Mark along with the CM/L (Certification Marks Licence) number in the BIS-prescribed format
- Licence holders must comply with ongoing BIS surveillance inspections and market sample testing requirements
For Foreign Manufacturers: BIS certification for imported furniture must be obtained through the Foreign Manufacturers Certification Scheme (FMCS). An Authorized Indian Representative (AIR) must be appointed to manage all BIS correspondence in India. Pre-testing as per Indian Standards is required in the country of manufacture before the FMCS application can proceed.
Exemptions & Relaxations
The Furniture QCO 2025 and its two Amendment Orders provide seven distinct exemptions and relaxations. Each exemption has specific conditions and documentary requirements - failing to meet the stated conditions means the exemption does not apply and the product is subject to full QCO enforcement.
Furniture manufactured in India exclusively for export is fully exempt from this QCO. The exemption is limited to domestic manufacturing directed entirely at export markets. No domestic sale is permitted under this exemption.
Micro and Small Enterprises (as defined under MSMED Act, 2006) were given 18 months from the date of notification to comply. Their implementation deadline is 14th August, 2026.
Important: This is a timeline extension only - not a permanent exemption. All qualifying Micro & Small Enterprises must obtain BIS certification before 14th August, 2026.
BIS-certified furniture manufacturers, or those who have applied for BIS certification, may import up to 200 units of specified goods per financial year for R&D purposes. Conditions:
• Imported goods must NOT be sold commercially in India
• Must be disposed of as scrap after R&D use
• Records must be maintained year-wise and submitted to the Central Government if required
Manufacturers certified by BIS, or those who have applied for BIS certification, may sell existing declared stock (manufactured or imported before the implementation date) for up to 12 months from the implementation date. Conditions:
• A self-declaration to this effect must be filed with BIS
Stock Clearance Window: Up to 12 months from 14th February, 2026 (approximately up to 14th February, 2027).
Non-BIS marked goods, components, or sub-assemblies imported by Indian furniture manufacturers specifically for export of finished furniture are exempt. Conditions:
• A self-declaration on company letterhead (signed by authorised signatory) must be submitted to the Central Government
• An undertaking must be provided that imported goods will not be used domestically or sold in the Indian market
• Records of all such imports and products must be maintained for government verification or audit
Provision A - Bill of Lading Relaxation:
Imported consignments where the Bill of Lading was issued before the implementation date (14th February, 2026) are exempt, provided the Bill of Entry is dated within 180 days of the implementation date.
Provision B - Purchase Order Relaxation:
Imports where the Purchase Order was placed before the implementation date are also exempt, provided:
• Both the Bill of Lading and Bill of Entry are dated within 180 days of the implementation date
• The importer provides BIS with copies of the Purchase Order, Bill of Lading, Bill of Entry, and supporting documents within 7 days of customs clearance, duly signed by the authorised signatory on company letterhead
Bill of Entry Deadline under Amendment 2: Within 180 days of 14th February, 2026 (i.e., by 12th August, 2026).
- General Enterprises (excluding Micro & Small): 14th February, 2026
- Micro & Small Enterprises (MSMED Act, 2006): 14th August, 2026
- Udyam-registered exempted enterprises: Fully exempt (₹25L investment & ₹2Cr turnover criteria, both required)
- Export-only manufacturers: Fully exempt (no domestic sale permitted)
- Existing stock clearance window ends (approx.): 14th February, 2027
- Bill of Entry deadline under Amendment 2: 12th August, 2026
Implementation Authority
Bureau of Indian Standards (BIS) is the designated certifying and enforcing authority for all furniture products covered under the Furniture (Quality Control) Order, 2025 and its subsequent amendments.
BIS is responsible for:
- Granting ISI Mark licences to furniture manufacturers and importers
- Conducting factory inspections and market surveillance
- Testing samples at BIS-recognised and NABL-accredited laboratories
- Taking enforcement action against non-compliant products in the market

Specifies safety, strength, durability, and performance requirements for work chairs used in office and professional environments, including revolving, adjustable, and ergonomic chairs. Covers both fully assembled and ready-to-assemble units. Tests evaluate functionality, material strength, load capacity, stability, and performance under normal and foreseeable use conditions. Does not cover industrial chairs in non-office environments.

Applies to both fully assembled and ready-to-assemble units. Does not cover integrated storage elements or ageing effects.
Covers safety, stability, strength, and structural requirements for storage furniture including wardrobes, cabinets, bookshelves, cupboards, chest of drawers, sideboards, and TV units for domestic and institutional use. If a product line includes multiple models, the worst-case scenario must be tested. Wall strength for wall-mounted units is outside scope; only the cabinet and its mounting components are assessed.
Specifies requirements for the safety, structural strength, and durability of all types of beds intended for sleeping - including single, double, queen, and king-size beds for domestic and non-domestic settings. Excludes waterbeds, airbeds, foldaway beds, bunk beds (covered under IS 17636), and beds for special needs or medical purposes. Fire resistance and electrical functions are outside scope.
Specifies special safety requirements for bunk beds and loft beds, including structural strength, guard rail height, ladder requirements, and fall-prevention provisions - particularly important for children's furniture safety. Also applies to single beds with a base height of 800mm or more above floor level. Testing focuses solely on sleeping functionality; material composition and design are not assessed.
Note: For the purposes of this Order, the latest version of each Indian Standard including all amendments notified by BIS from time to time shall apply.
