Quick Answer

EPR registration for tyre waste is the mandatory CPCB authorization under Schedule IX of the Hazardous and Other Wastes (Management and Transboundary Movement) Amendment Rules, 2022. Every Producer (manufacturer, brand owner or importer of new tyres, or importer of waste tyres), every Recycler and every Retreader must register separately on the CPCB's eprtyres.cpcb.gov.in portal and meet annual recycling targets – now 100% of the previous year's quantity. Registration is valid for two years. Standphill India prepares your complete tyre EPR application, target calculations and recycler tie-ups. Call +91-9667674225.

India scraps a large volume of tyres every year, and on top of that imports several million more waste tyres for recycling. To bring this growing waste stream under a formal recycling system, the Ministry of Environment, Forest and Climate Change brought tyre waste under Extended Producer Responsibility through the Hazardous and Other Wastes (Management and Transboundary Movement) Amendment Rules, 2022, notified on 22 July 2022 as Schedule IX of the 2016 Rules.

Unlike most EPR streams that group everyone under one label, tyre EPR separates obligated entities into three distinct roles – Producer, Recycler and Retreader – each registering independently on CPCB's dedicated eprtyres portal. The compliance bar is also unusually steep: targets have already escalated to 100% of the previous year's manufactured or imported quantity, and waste-tyre importers carry a flat 100% obligation from day one. Getting your category, data and documentation right the first time matters – Standphill India handles this end-to-end.

Tyre EPR Targets Are Already at 100%

From FY 2024-25, producers must cover 100% of the previous year's tyre quantity through EPR certificates. Falling behind compounds your shortfall year on year.

Who Must Register – Producer, Recycler or Retreader?

Schedule IX defines a Producer as any entity that manufactures and sells new tyres domestically; sells new tyres under its own brand though made by others; sells imported new tyres; imports vehicles fitted with new tyres; imports new tyres for fitment in vehicles sold domestically; or imports waste tyres. If your business fits more than one description, or you are also a Recycler or Retreader, each category must be registered separately – CPCB does not allow a combined application.

Producer

Manufactures, brands or imports new/waste tyres

Recycler

Processes waste tyres into end-products, issues EPR certificates

Retreader

Retreads scrap tyres, issues retreading certificates

Tyre EPR Recycling Targets – The Escalation Schedule

CPCB phased in the recycling obligation for producers of new tyres over three years before locking it at full coverage:

FY 2022-23
35%
of FY 2020-21 quantity
FY 2023-24
70%
of base-year quantity
FY 2024-25 onwards
100%
of previous year's quantity

Waste tyre importers and recyclers carry a flat obligation of 100% of the quantity imported in the preceding financial year, with no phase-in. New producers established after 1 April 2022 get a two-year exemption before reaching 100% in their third year. Producers fulfil the obligation not by recycling directly, but by purchasing EPR certificates from registered Recyclers – or deferring part of it for one year using Retreading Certificates bought from registered Retreaders.

Importing waste tyres specifically to produce pyrolysis oil or char is prohibited under the Rules. Standphill India calculates your exact yearly obligation and helps structure the right mix of EPR and retreading certificates.

Recyclers must report sales data and generate EPR certificates against tyres actually recycled, with annual returns typically due by mid-August for the preceding financial year. Producers buy these certificates to discharge their own obligation – making the EPR certificate trading cycle the backbone of how compliance flows from producers to recyclers across the year.

Frequently Asked Questions – Tyre Waste EPR

EPR registration for tyre waste is the mandatory CPCB authorization, under Schedule IX of the Hazardous and Other Wastes (Management and Transboundary Movement) Amendment Rules, 2022, that obliges every producer, importer, recycler and retreader of new or waste tyres to register on the CPCB's eprtyres portal and fulfil annual recycling obligations through EPR certificates.
Under the 2022 Rules, a Producer is anyone who manufactures and sells new tyres domestically, sells new tyres under its own brand made by others, sells imported new tyres, imports vehicles fitted with new tyres, imports new tyres for fitment in vehicles sold domestically, or imports waste tyres. Recyclers and Retreaders must register separately under their own category.
CPCB set an escalating target for producers of new tyres: 35% of the 2020-21 manufactured/imported quantity in FY 2022-23, rising to 70% in FY 2023-24, and 100% of the previous year's quantity from FY 2024-25 onwards. Waste tyre importers and recyclers carry a flat obligation of 100% of the quantity imported in the preceding year. New units established after 1 April 2022 get a two-year exemption before reaching 100% in their third year.
Tyre Waste EPR registration is valid for two years from the date of grant, as per the Hazardous and Other Wastes (Management & Transboundary Movement) Amendment Rules, 2022. Renewal must be filed before expiry to keep the registration active. Standphill India tracks your validity period and files the renewal in advance.
The core documents are PAN card, GST registration, CIN/incorporation certificate and Aadhar card of the authorized person, plus an IEC number for importers. CPCB also requires a signed covering letter, an undertaking on authentic data, tyre composition details and plant-wise manufacturing/import data in its prescribed formats.
Non-compliance can attract Environmental Compensation as determined by CPCB/SPCB, rejection or cancellation of registration, and inability to demonstrate compliance to buyers, OEMs and government bodies. Producers who fall short can carry forward part of the shortfall, but unmanaged gaps compound year on year. Standphill India helps you plan recycler and retreader tie-ups ahead of each deadline.
Yes. Producers can purchase Retreading Certificates from registered retreaders to defer a portion of their recycling obligation by one year, which can ease short-term compliance pressure while a longer-term recycler tie-up is arranged. Standphill India advises on the right mix of EPR and retreading certificates for your obligation.
