India scraps a large volume of tyres every year, and on top of that imports several million more waste tyres for recycling. To bring this growing waste stream under a formal recycling system, the Ministry of Environment, Forest and Climate Change brought tyre waste under Extended Producer Responsibility through the Hazardous and Other Wastes (Management and Transboundary Movement) Amendment Rules, 2022, notified on 22 July 2022 as Schedule IX of the 2016 Rules.
Unlike most EPR streams that group everyone under one label, tyre EPR separates obligated entities into three distinct roles – Producer, Recycler and Retreader – each registering independently on CPCB's dedicated eprtyres portal. The compliance bar is also unusually steep: targets have already escalated to 100% of the previous year's manufactured or imported quantity, and waste-tyre importers carry a flat 100% obligation from day one. Who Must Register – Producer, Recycler or Retreader?
Schedule IX defines a Producer as any entity that manufactures and sells new tyres domestically; sells new tyres under its own brand though made by others; sells imported new tyres; imports vehicles fitted with new tyres; imports new tyres for fitment in vehicles sold domestically; or imports waste tyres. If your business fits more than one description, or you are also a Recycler or Retreader, each category must be registered separately – CPCB does not allow a combined application.

Tyre EPR Recycling Targets – The Escalation Schedule
CPCB phased in the recycling obligation for producers of new tyres over three years before locking it at full coverage:
Waste tyre importers and recyclers carry a flat obligation of 100% of the quantity imported in the preceding financial year, with no phase-in. New producers established after 1 April 2022 get a two-year exemption before reaching 100% in their third year. Producers fulfil the obligation not by recycling directly, but by purchasing EPR certificates from registered Recyclers – or deferring part of it for one year using Retreading Certificates bought from registered Retreaders.

Recyclers must report sales data and generate EPR certificates against tyres actually recycled, with annual returns typically due by mid-August for the preceding financial year. Producers buy these certificates to discharge their own obligation – making the EPR certificate trading cycle the backbone of how compliance flows from producers to recyclers across the year.
