Important - Television Standards Are Now DUAL

As of 26 January 2026, BIS requires every LCD, LED, Plasma, and Smart TV to comply with two Indian Standards together: IS 616:2017 / IEC 60065:2014 (electrical safety) and IS 18112:2025 (digital satellite TV receiver). Both standards are covered under a single BIS R-Number. The older IS 616:2010 was superseded long ago, and IS 18112:2025 is now a mandatory companion standard.

BIS Registration for LCD, LED, and Plasma Televisions of screen size up to 32 inch is mandatory in India under the Compulsory Registration Scheme (CRS). Manufacturers and importers must obtain a BIS CRS Registration Number (R-Number) before TVs can be manufactured for sale, imported, or distributed in the Indian market. The applicable standards are IS 616:2017 (safety) plus IS 18112:2025 (digital TV receiver) - both required under one licence.

The Two Mandatory Standards for TVs

Safety Standard

IS 616:2017 / IEC 60065:2014
Audio, video, and similar electronic apparatus - Safety requirements. Covers electric shock, fire, and mechanical hazards for all consumer TVs. Replaces the older IS 616:2010 version.

Future: Will transition to IS/IEC 62368-1:2023 by 1 November 2028.

Digital Receiver Standard

IS 18112:2025
Digital Television Receiver for Satellite Broadcast Transmission Specification (First Revision). Every TV must embed a digital satellite receiver to receive free satellite signals without an external set-top box.

Mandatory from 26 January 2026 alongside IS 616:2017.

Single Licence, Two Standards: Both standards are covered under one BIS CRS R-Number. Manufacturers already holding licences under IS 616 alone must file a Change in Scope of Licence (CSoL) to include IS 18112:2025 - otherwise their licence may be cancelled.

Basic Requirements - 4 Pillars of BIS Registration

BIS CRS registration for televisions stands on four mandatory pillars. Without all four, the application cannot proceed:

Manufacturer

Licence granted to manufacturer only - not importers or sellers. Foreign manufacturers apply via AIR.

Factory Location

Each manufacturing location requires its own BIS R-Number. Separate location = separate registration.

Product Category

One R-Number covers all models within the same product category sharing similar critical components.

Brand / Trademark

Each brand or trademark requires its own BIS licence - separate filing for each brand.

Authorized Indian Representative (AIR) Requirements

Foreign manufacturers without a liaison or branch office in India must nominate an AIR. The AIR submits and manages the BIS application and remains responsible for all post-registration obligations.
