Furniture Quality Control Order 2025 - BIS QCO for Work Chairs, Chairs & Stools, Tables, Storage Units, Beds & Bunk Beds

The following six furniture categories are notified under the Furniture QCO 2025. Each category is mapped to a specific Indian Standard. Understanding the product scope - including what is excluded from each standard - is critical before applying for BIS certification.

Work Chairs (IS 17631:2022):

Covers ergonomic and office work chairs, including revolving chairs, executive chairs, task chairs, operator chairs, and adjustable seating used in office and professional environments. Applies to chairs designed for adult use. Covers both fully assembled and ready-to-assemble units.

Key Exclusions: Industrial chairs used in non-office environments are not covered under this standard.

General Purpose Chairs & Stools (IS 17632:2022):

This standard covers all types of general-purpose chairs and stools intended for domestic, office, educational, and commercial use. This includes plastic chairs, wooden chairs, metal chairs, folding chairs, dining chairs, visitor chairs, bar stools, counter stools, and similar seating products sold for everyday use. Applies to chairs and stools designed for adult use.

Key Exclusions: Reclining chairs, rocking chairs, settees, and swivel chairs with castors (covered under IS 17631) are excluded. Ageing, stuffing materials, upholstery fabrics, and foam cushion durability are not assessed.

Tables and Desks (IS 17633:2022):

Covers dining tables, study tables, office desks, coffee tables, side tables, centre tables, foldable tables, computer desks, sit-stand desks, standing desks, and glass-top tables. Applies to both fully assembled and ready-to-assemble units including those incorporating glass. Key Exclusions: Integrated storage elements within tables are not within scope. Long-term structural failure due to habitual misuse and ageing effects are not assessed.

Storage Units (IS 17634:2022):

Covers wardrobes, cabinets, bookshelves, cupboards, chest of drawers, sideboards, TV units, and similar storage furniture for domestic and institutional use. Applies to both fully assembled and ready-to-assemble units. If a product line includes multiple models, the worst-case scenario model must be tested.

Key Exclusions: Wall strength for wall-mounted units is outside scope - only the cabinet itself and its mounting components are assessed.

Beds (IS 17635:2022):

Covers single beds, double beds, queen-size beds, king-size beds, divan beds, and similar bedroom sleeping furniture for adults and children. Applies to both fully manufactured and ready-to-assemble beds for domestic and non-domestic settings.

Key Exclusions: Waterbeds, airbeds, foldaway beds, bunk beds (covered under IS 17636), and beds for special needs or medical purposes are excluded. Fire resistance and electrical functions are outside scope.

Bunk Beds (IS 17636:2022):

Covers all types of bunk beds including double-decker beds, loft beds, triple bunks, and similar stacked sleeping furniture, particularly those used in children's rooms and dormitories. Also covers single beds with a base height of 800mm or more above floor level.

Key Exclusions: Material composition, design aesthetics, and manufacturing methods are not within scope of assessment. Testing focuses solely on sleeping functionality.

All furniture products covered under this QCO must meet the following compliance requirements before they can be manufactured for sale or imported into India:
 
- Conform to the relevant Indian Standard (IS 17631 to IS 17636) - latest version including all amendments notified by BIS from time to time
- Bear the BIS Standard Mark (ISI Mark) under a valid BIS licence granted to the manufacturer or importer
- Obtain certification under Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018
- Product samples must be tested at BIS-recognised laboratories as per the applicable IS standard before certification is granted
- Manufacturing facility must pass a BIS factory inspection verifying production capability, raw material quality, and in-process testing systems
- Every certified unit must display the ISI Mark along with the CM/L (Certification Marks Licence) number in the BIS-prescribed format
- Licence holders must comply with ongoing BIS surveillance inspections and market sample testing requirements
 

For Foreign Manufacturers: BIS certification for imported furniture must be obtained through the Foreign Manufacturers Certification Scheme (FMCS). An Authorized Indian Representative (AIR) must be appointed to manage all BIS correspondence in India, testing as per the Indian Standards must be completed, and the overseas factory must pass a BIS inspection. With the Second Amendment's import window now closed (Bill of Entry deadline: 12 August 2026), FMCS is the only lawful route for furniture manufactured in China, Vietnam, Malaysia, Italy, Germany, Turkey or any other country to enter the Indian market. A realistic FMCS timeline is around six months, so foreign factories planning for the Indian market should begin immediately.

Licence validity: under the BIS (Conformity Assessment) Amendment Regulations notified on 25 February 2026, a BIS licence is granted for a minimum of one year and up to five years, and is renewable for up to five years at a time, with the annual licence fee payable in advance. Under the Grant of Licence Guidelines dated 1 August 2025, BIS targets grant of licence within 30 days under Option-2 and 90 days under Option-1 once documentation and testing are complete.

On 25th June, 2026, DPIIT notified the Transition Facilitation (Quality Control) Order, 2026 as S.O. 3417(E). This is a framework order that applies to a schedule of Quality Control Orders administered by DPIIT - and the Furniture (Quality Control) Order, 2025 is expressly listed in that Schedule at entry 9. If you manufacture furniture in India, this order matters to you, and you are unlikely to read about it on most other consultancy websites yet.

What it does, in complete and plain sentences: the order creates an alternative, risk-based compliance pathway. An Implementation Committee constituted under the order can permit an established domestic manufacturer to source inputs from Scheme-II certified suppliers instead of insisting on the full Scheme-I ISI-mark supply chain. The Committee evaluates the manufacturer's technical capability, its quality assurance systems, its commitment to building Indian supply-chain capacity, and a clean, default-free record of QCO compliance over the preceding three years. A permission granted under this route remains valid for five years.

Two honest caveats. First, this pathway is designed for established manufacturers with strong quality systems - it is not a shortcut around certification for anyone else. Second, the core obligation of the Furniture QCO is untouched: finished furniture in the six notified categories still requires the BIS licence and the ISI Mark. What the order changes is how flexibly an established manufacturer can structure its component sourcing - a genuinely useful option for, say, a Greater Noida commercial furniture factory or a Gujarat moulding plant assembling products from certified component streams.

The order also settles a long-running industry argument: its Schedule records the Furniture QCO's implementation date as 13.02.2026, in the Government's own words.

Specifies safety, strength, durability, and performance requirements for work chairs used in office and professional environments, including revolving, adjustable, and ergonomic chairs. Covers both fully assembled and ready-to-assemble units. Tests evaluate functionality, material strength, load capacity, stability, and performance under normal and foreseeable use conditions. Does not cover industrial chairs in non-office environments.

Covers safety and performance requirements for general-purpose seating including domestic chairs, dining chairs, plastic chairs, wooden chairs, folding chairs, bar stools, and counter stools intended for everyday use. Applies to chairs and stools designed for adult use. Does not assess ageing, stuffing materials, upholstery fabrics, foam cushion durability, or chairs with castors covered under IS 17631.

Specifies structural, stability, safety, and durability requirements for all types of tables used in seated, sit-stand, or standing positions - including dining tables, study tables, office desks, coffee tables, computer desks, and glass-top tables. Applies to both fully assembled and ready-to-assemble units. Does not cover integrated storage elements or ageing effects.

Covers safety, stability, strength, and structural requirements for storage furniture including wardrobes, cabinets, bookshelves, cupboards, chest of drawers, sideboards, and TV units for domestic and institutional use. If a product line includes multiple models, the worst-case scenario must be tested. Wall strength for wall-mounted units is outside scope; only the cabinet and its mounting components are assessed.

Specifies requirements for the safety, structural strength, and durability of all types of beds intended for sleeping - including single, double, queen, and king-size beds for domestic and non-domestic settings. Excludes waterbeds, airbeds, foldaway beds, bunk beds (covered under IS 17636), and beds for special needs or medical purposes. Fire resistance and electrical functions are outside scope.

Specifies special safety requirements for bunk beds and loft beds, including structural strength, guard rail height, ladder requirements, and fall-prevention provisions - particularly important for children's furniture safety. Also applies to single beds with a base height of 800mm or more above floor level. Testing focuses solely on sleeping functionality; material composition and design are not assessed.
