Dubai Re-Exports The World - Abu Dhabi and Ras Al Khaimah Actually Make Things
India-UAE trade hit a record $100.05 billion in FY2024-25 (Consulate General of India, Dubai, confirmed against a separate $100.06 billion Commerce Ministry figure). But UAE's $63.42 billion in exports to India is dominated by oil, petroleum products and gold - we couldn't cleanly isolate the manufactured-goods share. The genuine BIS story is Emirates Steel in Abu Dhabi and the Ras Al Khaimah cement cluster - not Dubai's free-zone re-export trade. Standphill India checks which one your product actually is. Call +91-9667674225.
Total bilateral trade crossed $100 billion for the first time in FY2024-25 - confirmed consistently at $100.05-100.06 billion by both the Consulate General of India, Dubai and the Commerce Ministry's year-end review. Don't confuse that already-achieved number with the separate CEPA (Comprehensive Economic Partnership Agreement) targets of $100 billion in non-oil trade by 2030 and $200 billion in total trade by 2032 - those are future goals, not the current total.
India's imports from the UAE ran $63.42 billion against exports of $36.63 billion. We want to be upfront: we could not find a source that cleanly separates BIS-eligible manufactured goods from crude oil, refined petroleum and gold within that $63.42 billion - those categories plausibly dominate it, and none of them are BIS territory. UAE-wide, 2024 data shows re-exports running about 24.5% of non-oil trade versus genuine domestic non-oil manufacturing exports at roughly 18.7% - re-export is structurally the larger share of the UAE's trade profile, not an exception.
Standphill India starts every UAE enquiry by working out which side of that split your product is actually on.
Re-Export vs Domestic Manufacturing - The UAE Split
Jebel Ali Free Zone (JAFZA) alone logged $190 billion in trailing-12-month trade on its 40th anniversary - much of it goods manufactured elsewhere simply transiting UAE ports. Here's how that stacks up against genuine domestic manufacturing, UAE-wide:
Re-exports genuinely exceed domestic non-oil manufacturing exports UAE-wide. A "Made in UAE" label on paperwork isn't proof of origin - we verify the actual manufacturing site.
The UAE's Real Manufacturing Hubs
Named companies, not bare geography:
Musaffah, Abu Dhabi - Emirates Steel (EMSTEEL)
The UAE's only integrated steel plant, at Abu Dhabi's ICAD industrial zone. Produces rebar, wire rod, heavy sections, sheet piles and billets at 3.5 million tonnes/year capacity - squarely BIS steel Quality Control Order territory.
Khor Khwair, Ras Al Khaimah - Union Cement Company
Operating since 1972-73, the UAE's largest cement producer at 4.8 million tonnes/year - makes OPC, PPC, oil well cement (the first in the UAE) and slag cement.
Ras Al Khaimah - RAK Cement Company (RAKCC)
Established 1995, also at Khor Khwair - RAK is genuinely the UAE's main cement manufacturing cluster, not just one plant.
Jebel Ali Free Zone, Dubai - Electronics Re-Export
JAFZA draws roughly 75% of Dubai's manufacturing/trade/transport FDI and moves goods across electronics, autos, pharma and more - but most of it was manufactured outside the UAE. A trans-shipment stop isn't a country of origin.
What Actually Needs BIS - And What Doesn't
| Category | Needs BIS? |
|---|---|
| Steel products (genuinely UAE-manufactured) | Yes - largely FMCS |
| Cement (genuinely UAE-manufactured) | Possibly - verify specific grade/HS code |
| Select machinery & electrical equipment | Yes - Scheme-X candidate |
| Crude oil & refined petroleum | No - commodity fuel |
| Gold & precious metals | No - bullion/commodity trade |
| Electronics re-exported via free zones | No, as a UAE product - check true country of manufacture |
Not every steel or cement product is notified either - we check your specific HS code before quoting anything.
Scheme Comparison - FMCS, CRS or Scheme-X
| Scheme | Typical Use | Factory Inspection | Timeline | Cost |
|---|---|---|---|---|
| FMCS | Steel, cement, heavy industrial equipment | Yes | 4-6 months | INR 4-8 lakh+ |
| CRS | Finished electrical & electronic products | No | 3-6 weeks | ~₹53,000 + testing |
| Scheme-X | Machinery & electrical equipment | No | Fastest, varies | Lower than FMCS |
Ignore any "6-8 weeks" figure applied to FMCS - that's a mix-up with CRS. FMCS, with its mandatory factory inspection, realistically runs 4 to 6 months.
The Authorized Indian Representative Requirement
FMCS applications need a mandatory India-based Authorized Indian Representative (AIR) - someone resident in India, degree-holding, and able to represent only one foreign manufacturer at a time. Standphill India serves as AIR for our UAE clients so you're not hunting for one separately.
The AIR's name goes on your licence documents and stays involved through inspections, renewals, and every BIS query in between.
