Which BIS Route Applies to Your Product?

Before city or timeline, one thing decides everything else: which scheme your product falls under. Applying under the wrong one costs weeks and the fees are not refunded, so we confirm this first, in writing, before any file is opened.

  • BIS CRS registration — electronics and IT goods notified under the Compulsory Registration Scheme, such as LED lighting, mobile phones, power adapters, power banks, laptops and CCTV. Why a Local Consultant Makes a Difference

For CRS the process is largely paperwork, so location matters less. For ISI Mark and FMCS it matters a great deal, because a BIS officer physically visits the factory and checks the process controls, the records and the in-house testing facility the standard requires. Most first-time rejections are not about product quality at all — they are about a factory that was never prepared for what the inspection actually looks at.

BIS Certification — Frequently Asked Questions

Only if your product is notified. A Quality Control Order makes the ISI Mark compulsory for that product, and the Compulsory Registration Scheme makes CRS registration compulsory for notified electronics. Once a product is notified it cannot legally be manufactured, imported, stored or sold in India without the licence, and non-compliance can mean penalties and seizure of stock. Products that are not notified need no BIS licence at all, though some manufacturers still certify voluntarily because buyers and tenders ask for it. They are three separate routes for three separate situations. The ISI Mark is Scheme-I certification for products under a Quality Control Order; it grants a CM/L licence and always involves a BIS factory inspection. BIS CRS is registration for notified electronics and IT goods; it grants a Standard Mark with an R-Number and involves no factory audit, only testing at a BIS-recognised laboratory. FMCS is the route for factories located outside India; it follows ISI logic, includes an overseas factory inspection and requires an Authorized Indian Representative resident in India. CRS registration usually takes three to five weeks, because it is driven by documents and test reports with no factory audit. ISI Mark projects typically run six to ten weeks, since they include both a BIS factory inspection and sample testing. FMCS takes the longest, often three months or more, because an overseas factory has to be inspected. In practice the schedule is set by two things: how quickly the laboratory returns test reports, and whether the factory is genuinely ready on the day of inspection.

There is no single figure, because the cost is built from the scheme, the product, the number of models or varieties and the applicable Indian Standard. Every project includes BIS application and licence fees plus laboratory testing charges, and ISI and FMCS projects add factory inspection charges on top. Testing is usually the largest single item and varies widely by product. The core set is the same for most applications: business registration or incorporation proof, GST and PAN details, a factory address proof and layout, the manufacturing process flow, the list of raw materials and components, the in-house testing facility and equipment list with calibration certificates, product technical specifications and model list, trademark or brand authorisation, and test reports from a BIS-recognised laboratory. Foreign manufacturers additionally need the Authorized Indian Representative appointment and notarised or apostilled company documents.

The licence is issued centrally, so it is identical wherever your factory is. What is genuinely local is the practical work: the BIS branch office your file reaches, the recognised laboratories within reach for sample testing, and the inspection at your own unit. A consultant who knows your industrial belt can prepare the factory for what the officer will actually check and coordinate testing without weeks lost in transit. ISI Mark and FMCS always do; CRS does not. For ISI and FMCS a BIS officer visits the plant to verify the manufacturing process, the quality-control system and the in-house testing facility the Indian Standard requires, and draws samples for independent testing. This stage decides the outcome, and most first-time rejections come from a factory that was never prepared for what the officer checks rather than from a poor product. An ISI Mark licence is normally granted for one to two years and can be renewed for further terms, while CRS registration is granted for two years. Renewal is not automatic: it needs an application before expiry along with production and marking records, and BIS may call for fresh samples or a surveillance inspection.
