Cilegon Makes Steel And Plastic In The Same City - Only One of Them Needs BIS

BIS Act, 2016
Quick Answer

India-Indonesia trade totalled $28.15 billion in FY2024-25 (Commerce Ministry via IBEF), but coal and palm oil alone account for close to $7 billion of India's imports - neither is BIS-relevant. The real BIS story is steel ($1.21 billion), and it's centred on one city: Cilegon, home to both Krakatau Steel (BIS-relevant) and Chandra Asri's petrochemicals (not BIS-relevant). Standphill India tells you which one your product actually is. Call +91-9667674225.

IBEF's full-year FY2024-25 figure puts total India-Indonesia trade at $28.15 billion, with India importing $22.78 billion against exports of just $5.38 billion - a heavily lopsided relationship. A separate, more recent partial-year figure (April-November 2025) shows $16.55 billion in total trade with a clean HS-chapter breakdown of India's imports - we're keeping these two periods distinct rather than merging a full year with a partial one into a single misleading number.

That partial-year breakdown makes the real composition obvious: mineral fuels (mostly coal) at $4.48 billion and animal/vegetable fats (palm oil) at $2.46 billion together dwarf everything else - and neither is a BIS category. Iron and steel, at $1.21 billion, is the largest clean, sourced, BIS-relevant line item we could find. We could not verify a distinct electronics or machinery import figure from any source we checked (IBEF, Indonesia's BPS, UN Comtrade) - it's likely folded into unlisted "other" categories, and we're not going to invent a number to fill that gap.

Standphill India built this page around the one city that captures the whole problem with generic country-level trade claims: Cilegon.

Cilegon: One City, Two Verdicts

Cilegon, on Banten's Sunda Strait coast, is home to two of Indonesia's largest industrial names - and they lead to opposite BIS answers.

BIS-Relevant

PT Krakatau Steel

Indonesia's largest steel producer, based in Cilegon. Makes hot-rolled coil, cold-rolled coil, wire rod, slabs, billets and rebar - plus automotive-grade flat steel through joint ventures (Krakatau POSCO, Krakatau Osaka Steel, Krakatau Nippon Steel Sumikin). These are categories that fall under BIS steel Quality Control Orders.

Not BIS-Relevant

Chandra Asri Group

Also headquartered in Cilegon, a short distance from Krakatau Steel. Produces base petrochemicals - olefins, polyolefins, caustic soda - via naphtha cracking. These are feedstock chemicals, not finished BIS-notified products.

Krakatau Steel's own leadership has publicly discussed exploring the Indian market, but we could not verify current shipment volumes to India from public sources - we check this against your actual purchase order, not a headline.

The Second Hub Worth Watching - Morowali

Plausible, Not Yet Confirmed

Morowali Industrial Park (IMIP) - Nickel & Stainless Steel

In Bahodopi, Central Sulawesi, the Indonesia Morowali Industrial Park runs one of the world's largest nickel-processing operations, anchored by China's Tsingshan Holding Group alongside GEM Co, CATL and Vale Indonesia. Output includes nickel pig iron, ferronickel and stainless steel at multi-million-tonne annual capacity.

Stainless steel is, in principle, a BIS-relevant category. But we found no public source confirming actual IMIP-to-India export volumes - so we're flagging this as a hub to watch, not a confirmed certification pipeline. If you manufacture here and ship to India, this is exactly the kind of case we verify individually rather than assume.

What Actually Needs BIS - And What Doesn't

CategoryNeeds BIS?
Iron & steel productsYes - largely FMCS/CRS depending on product
Stainless steel (Morowali-origin)Possibly - verify shipment specifics with us
Select machinery & electrical equipmentYes - Scheme-X candidate
Coal & mineral fuelsNo - raw commodity
Palm oil & derivativesNo - agricultural commodity
Base petrochemicals (olefins, polyolefins)No - feedstock, not finished good

Even within "steel," not every product is notified - we check your specific HS code before quoting anything.

Scheme Comparison - FMCS, CRS or Scheme-X

SchemeTypical UseFactory InspectionTimelineCost
FMCSSteel, heavy industrial equipmentYes4-6 monthsINR 4-8 lakh+
CRSFinished electrical & electronic productsNo3-6 weeks~₹53,000 + testing
Scheme-XMachinery & electrical equipmentNoFastest, variesLower than FMCS

Ignore any "4-6 weeks" figure applied to FMCS - that's a mix-up with CRS. FMCS, with its mandatory factory inspection, realistically runs 4 to 6 months.

The Authorized Indian Representative Requirement

FMCS applications need a mandatory India-based Authorized Indian Representative (AIR) - someone resident in India, degree-holding, and able to represent only one foreign manufacturer at a time. Standphill India serves as AIR for our Indonesian clients so you're not hunting for one separately.

The AIR's name goes on your licence documents and stays involved through inspections, renewals, and every BIS query in between.

The FMCS Process, Step by Step

1

Documentation

~16 categories of paperwork, from factory layout to calibration records.

2

BIS Scrutiny

We handle every query BIS raises on the submission.

3

AIR Registration

Your Authorized Indian Representative gets formally registered.

4

Factory Inspection

A BIS officer visits your Indonesian facility.

5

Sample Testing

Sealed samples tested at a BIS-recognised Indian lab.

6

Licence Grant

ISI Mark authorised on a clean report and passing tests.

7

Bond & Agreement

Refundable USD 10,000 performance bank guarantee closes it out.

CRS drops steps 3, 4 and 7 - just a test report and a self-declaration.

What an Indonesian Client Told Us

"Our last consultant quoted us six weeks for FMCS because that's what they'd told a CRS client. Standphill was the first one to actually separate the two schemes before quoting a timeline."

Export Manager Steel Products Manufacturer, Cilegon

Frequently Asked Questions

No. Coal and palm oil dominate Indonesia's exports to India by value, but both are commodity raw materials, not manufactured products BIS regulates.
Yes, potentially. Krakatau Steel, based in Cilegon, produces flat and long steel products that fall under BIS steel Quality Control Orders, though we could not verify current shipment volumes to India and check this case by case.
Generally no. Chandra Asri Group produces base petrochemicals, which are feedstock chemicals, not finished BIS-notified products. Being in the same city as Krakatau Steel doesn't mean the same certification answer applies.
Possibly, but we flag this as unconfirmed. IMIP produces stainless steel at scale, a BIS-relevant category in principle, but we found no public source confirming actual IMIP-to-India export volumes.
CRS typically takes 3 to 6 weeks once testing is complete. FMCS, with a mandatory factory inspection, realistically takes 4 to 6 months.
Yes, for FMCS applications. The AIR is a mandatory India-based, degree-holding point of contact who can represent only one foreign manufacturer at a time.
