Step bolts - the climbing rungs permanently fitted to towers and tall steel structures - are notified under the Bolts, Nuts and Fasteners (Quality Control) Order, 2024 and must carry the ISI Mark before sale or import in India. They directly support a worker's weight, so quality is a safety matter.
A Bolt That Doubles as a Ladder Rung
Step bolts are an unusual entry in the fastener list, because their job is not really to hold two pieces of steel together - it is to give a maintenance technician something safe to stand on, fifty or a hundred feet up a transmission tower. Bolted in a vertical line up a tower leg, they form the only climbing access most towers have, which means their load-bearing requirement is really about human weight, foot pressure and repeated use over years, not just static structural load.
That practical, safety-first purpose is exactly why step bolts were included in the notified fastener list - a bent or undersized step bolt is not a quality nuisance, it is a fall hazard.
What Gets Tested
BIS testing for step bolts checks the bolt's dimensions, thread engagement into the structure, bending and load resistance, and the steel's hardness and chemical composition. Since step bolts are almost always hot-dip galvanised for long outdoor service, coating thickness and adhesion are checked too, to confirm the bolt will not corrode and weaken at the exact point a worker is putting their weight on it years down the line.

Who Needs the Licence
You need a BIS licence directly from BIS through the standard domestic ISI Mark (Scheme-I) route before selling in the Indian market.
You need certification through the Foreign Manufacturers Certification Scheme (FMCS), via an Authorized Indian Representative in India.
Manufacturers supplying step bolts into the Indian market - typically to tower fabricators, power utilities and telecom infrastructure companies - need this BIS licence, held in the manufacturer's name. The order's standard exemptions apply: production made purely for export, step bolts imported as part of a finished tower assembly, and small Udyam-registered micro units below specified limits. Getting Certified
The path you take depends entirely on where your factory is. If you manufacture in India, the process runs through BIS's standard product certification route - sample testing, factory documentation and a factory inspection before the licence is issued.
