BIS CRS QCO Amendment Order for Standalone Hard Disk Drives (HDD) - IS 13252 Part 1

The Ministry of Electronics and Information Technology (MeitY), Government of India, has issued an amendment to the Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2021 vide S.O. 2204(E) dated 5th May, 2026, published in the Gazette of India (Extraordinary), Part II – Section 3 – Sub-section (ii).


This amendment modifies S. No. 50 of the Schedule of the Electronics and IT Goods (Compulsory Registration) Order, 2021 by substituting the product entry with "Standalone Hard Disk Drives" — bringing all types of standalone HDDs under mandatory BIS registration under IS 13252 (Part 1): 2010.


IMPORTANT DISTINCTION:

- USB Type External Hard Disk Drives: Continue to be governed as per the existing notified provisions (no change)

- All Other Standalone Hard Disk Drives: Mandatory BIS CRS Registration provisions apply with effect from 5th November, 2026

SCOPE & APPLICABILITY

This amendment to the Electronics and IT Goods (Compulsory Registration) Order, 2021 applies to:


COVERED PRODUCTS:

S. No. 50 – Standalone Hard Disk Drives (HDD) Indian Standard: IS 13252 (Part 1): 2010

Title: Information Technology Equipment – Safety Part 1: General Requirements


WHAT IS A STANDALONE HDD?

A Standalone Hard Disk Drive is a magnetic data storage device that operates independently or is designed for use with computers and similar IT equipment. This includes:


- Internal HDDs (SATA, NVMe-based magnetic drives for desktops/laptops)

- External HDDs (non-USB type, with dedicated power supply)

- Enterprise/Server HDDs (for data centers and server racks)

- Desktop External HDDs with separate AC power adapters

- Surveillance/Security HDDs (used in CCTV and DVR systems)

- NAS (Network Attached Storage) HDDs

- Industrial/Embedded HDDs


NOT COVERED UNDER THIS AMENDMENT:

- USB Type External Hard Disk Drives - these continue under existing  notified provisions separately


KEY REQUIREMENT:

All covered Standalone HDDs must:

- Conform to IS 13252 (Part 1): 2010

- Obtain mandatory BIS CRS (Compulsory Registration Scheme) Registration

- Bear the BIS Registration Number on the product and packaging

- Be registered through the BIS CRS portal before sale in India


Note: The latest version of IS 13252 (Part 1) including all amendments notified by BIS from time to time shall apply.

COMPLIANCE REQUIREMENTS

All Standalone Hard Disk Drives covered under this amendment must:

- Conform to IS 13252 (Part 1): 2010 - IT Equipment Safety Requirements
- Obtain BIS CRS (Compulsory Registration Scheme) Registration - this is different from ISI Mark licensing; it is a self-declaration based registration scheme with BIS
- Bear the BIS Registration Number on the product, packaging, and accompanying documents
- Be tested at BIS-recognised and NABL-accredited laboratories before registration


DIFFERENCE BETWEEN CRS AND QCO (ISI Mark):

- QCO / ISI Mark: Factory inspection + BIS licence + ISI Mark on product
- CRS Registration: Lab test report + Self-declaration + BIS Registration Number (R-XXXXXXXX) on product - faster and simpler process


EXEMPTIONS:


1. USB Type External HDDs:
   Continue to be governed under existing separate notified provisions —  not affected by this amendment.

2. Export Exemption:
   Products manufactured domestically exclusively for export are exempt.


IMPLEMENTATION DATE:

- 5th November, 2026 - for all Standalone HDDs other than USB Type External Hard Disk Drives
ENFORCEMENT & PENALTIES:

Any person who contravenes the provisions of this Order shall be punishable under the Bureau of Indian Standards Act, 2016.

Implementation Authority

Bureau of Indian Standards (BIS) under the directions of the Ministry of Electronics and Information Technology (MeitY) is the registration and enforcing authority for Standalone Hard Disk Drives under the 

Compulsory Registration Scheme (CRS).


BIS CRS Registration Process:

- Products must be tested at BIS-recognised laboratories

- Test reports submitted along with registration application on BIS CRS  portal

- BIS grants Registration Number (R-XXXXXXXX) to the applicant

- Registration Number must be displayed on all units sold in India

Title: Information Technology Equipment - Safety Part 1: General Requirements

This Indian Standard is equivalent to IEC 60950-1:2005 and specifies general safety requirements for Information Technology Equipment including hard disk drives, computers, servers, and similar products.


Key safety requirements covered under IS 13252 (Part 1): 2010:

- Electrical insulation and creepage/clearance distances
- Protection against electric shock hazards
- Energy hazard prevention
- Mechanical strength and structural requirements
- Temperature limits and thermal protection
- Protection against fire and flame spread
- Radiation requirements (acoustic, laser, X-ray)
- Marking, labelling, and documentation requirements
- Input/output circuit requirements


Why IS 13252 (Part 1) for HDDs?

Hard disk drives contain electrical motors, PCBs, and power circuits that must meet basic electrical safety standards to protect end users from electric shock, fire, and other safety hazards - making IS 13252 (Part 1):2010 the applicable safety standard.
