IS 9873 Part 1:2019 is the Bureau of Indian Standards specification covering the mechanical and physical safety requirements for toys sold in India. This is the foundational standard in the IS 9873 series - addressing the physical hazards that children face from toys: sharp points, small parts, structural failure under stress, cord strangulation risks, and the range of mechanical dangers that arise from how children actually interact with objects during play.
The standard is aligned with ISO 8124-1 - the international toy safety benchmark - ensuring that IS 9873 Part 1:2019 certified toys meet the same core mechanical and physical safety criteria recognised by toy regulators globally.
Key requirements include
Small parts assessment - components that can detach from the toy must meet defined size limits to prevent swallowing and inhalation hazards, particularly critical for toys intended for children under 36 months
Sharp edges and sharp points - all accessible surfaces, edges, and protruding elements must pass defined contact tests to rule out laceration or puncture risks
Structural integrity under abuse testing - toys must withstand defined mechanical stress tests simulating rough handling - dropping, twisting, pulling, and compression - without breaking into dangerous fragments or exposing internal hazards
Bite force and pull test requirements - components must resist separation under forces representative of a child biting or gripping and pulling during play
Projectile testing - toys that could launch projectiles are assessed against defined hazard criteria
Cord and string length limits - for toys with attached cords or strings, maximum length limits prevent strangulation risk
Stability and load bearing - applicable to ride-on toys and sit-on products
Folding mechanism safety - for toys with hinged or folding components, clearance requirements prevent finger entrapment
Age labelling and warnings - required age-appropriate warnings and usage instructions must be correctly applied
