Beyond its famous electronics factories, Gautam Buddh Nagar is a heavyweight in traditional manufacturing too. The industrial sectors of Noida, Greater Noida, the Surajpur and Site-V estates, and the growing YEIDA / Jewar belt are packed with makers of electrical accessories and switchgear, wires and cables, home appliances, auto components, and building products. A very large share of these goods sit under a Quality Control Order (QCO) — and once a QCO names a product, the ISI Mark stops being a marketing choice and becomes a legal requirement to manufacture and sell it.

For a Noida manufacturer, the consequence of a QCO is direct: without a valid ISI Mark licence, producing, storing or selling that product is an offence under the BIS Act, and the goods cannot be supplied to dealers, government tenders or large buyers. The ISI Mark is granted under the BIS Scheme-I (product certification) and is the oldest and most recognised quality mark in India. It is made mandatory for a given product by a Quality Control Order issued by the relevant line ministry — for example the Department for Promotion of Industry and Internal Trade (DPIIT) for building materials, or the Ministry of Power for many electrical products. When a manufacturer is granted certification, BIS issues a CM/L (Certification Marks Licence) number, and the ISI Mark bearing the Indian Standard number is then stamped on every unit produced.

The defining feature of the ISI Mark is the factory inspection. Before granting the licence, a BIS officer visits the factory to verify that the manufacturing process, the in-house testing equipment and the quality-control system can consistently produce goods that meet the Indian Standard. Samples are drawn during that visit and tested independently. This is a more involved route than the electronics-focused CRS — and it is exactly why factory preparation is the heart of an ISI project.

This is the single most important decision at the start of any BIS project in Noida, and getting it wrong wastes weeks. The two schemes are entirely separate:

• ISI Mark (Scheme-I) — for electrical, appliance and building-material products under a Quality Control Order. It has a factory inspection, grants a CM/L licence number, and is valid for a longer term with renewal.
• CRS (Compulsory Registration Scheme) — for electronics and IT goods notified by MeitY. It has no factory inspection, grants a Standard Mark with an R-Number, and is valid for two years.

A rough rule of thumb: if the product is essentially an electronic or IT device, it is usually CRS; if it is an electrical fitting, a household appliance or a building material, it is usually the ISI Mark.
