BIS Certification for Beds under IS 17635:2022
Mandatory ISI Mark Certification for Beds under the Furniture QCO - Process, Tests, Documents, Fees & Validity
BIS certification for beds under IS 17635:2022 is now mandatory in India under the Furniture (Quality Control) Order, with enforcement from 13 February 2026. Every bed - wooden, metal or upholstered - must carry the ISI Mark with a CM/L number before it can be manufactured for sale or imported. Certification involves product testing, a factory inspection, and ongoing surveillance under BIS Scheme-I. Standphill India handles the entire BIS certification end-to-end. Call +91-9667674225.
Selling Beds in India After 13 Feb 2026? You Need the ISI Mark
The Furniture QCO is now enforced. Beds without BIS certification cannot be legally sold. Start your application before enforcement catches up with your stock.
Introduction to BIS Certification for Beds
Beds are among the most essential furniture products in any home, hotel, hostel, hospital or institution, and because people spend hours on them every day, their structural safety and durability matter a great deal. That is the thinking behind bringing beds under mandatory quality control in India. Under the Furniture (Quality Control) Order, 2025, BIS certification for beds is no longer optional - it is a legal requirement, and from 13 February 2026 a bed cannot be manufactured for sale, imported, or stocked for sale in India without a valid BIS licence and the ISI Mark.
If you manufacture or import beds, this page walks you through exactly what IS 17635:2022 requires, how the certification works, what gets tested, what documents you need, and how long it takes - in plain terms, the way we would explain it to you on a call. The short version is that the process is very manageable with the right preparation, but it does involve product testing and a factory inspection, so starting early is genuinely worth it.
What is IS 17635:2022?
IS 17635:2022 is the Indian Standard titled "Furniture - Beds - Specification". It lays down the technical requirements covering design, construction, materials, and the performance and safety tests a bed must pass. The standard applies to beds intended for adult use in both domestic and non-domestic settings, and it covers both fully-manufactured beds and ready-to-assemble beds (which are evaluated after assembly, as a customer would actually use them).
It is worth knowing what the standard does not cover, because this is where businesses sometimes apply under the wrong category. IS 17635 excludes waterbeds, airbeds, foldaway beds, medical or special-needs beds, and - importantly - bunk beds, which have their own dedicated standard, IS 17636:2022, because of the additional fall and entrapment risks they carry.

Why BIS Certification for Beds is Mandatory
Under the Furniture QCO, beds simply cannot be legally manufactured for sale, imported, distributed or sold in India without BIS certification and ISI marking once enforcement begins. The purpose is straightforward: to protect buyers from beds that collapse, sag, or fail under normal load, and to bring consistent, verifiable quality across a market that has historically had none. For a manufacturer, certification also does something valuable on the business side - it becomes a recognised quality signal that opens doors to organised retail, bulk institutional contracts, and government tenders, all of which increasingly demand the ISI Mark.
Non-compliance under the BIS Act, 2016 can lead to fines, product seizure, blocked customs clearance for importers, and legal action – plus loss of access to organised retail, B2B procurement and government tenders.
Scope – What Beds Are Covered
Getting the scope right is the critical first step - applying under the wrong standard is one of the most common causes of delays. Here is what falls inside and outside IS 17635:
| Covered Under IS 17635:2022 | Excluded / Different Standard |
|---|---|
| Wooden beds • Metal beds • Upholstered beds • Platform beds • Storage beds • Residential & institutional beds for adults • Ready-to-assemble beds (assessed after assembly) | Waterbeds • Airbeds • Foldaway beds • Bunk beds (covered under IS 17636:2022) • Medical or special-needs beds |
If you make both regular beds and bunk beds, note that they need separate certification under different standards (IS 17635 and IS 17636 respectively). Get a free product-scope assessment.
Tests Required for Beds Under IS 17635:2022
BIS certification for beds rests on the product passing the performance and safety tests defined in IS 17635, conducted at a BIS-recognised laboratory. The key tests are:
| Test | What It Evaluates |
|---|---|
| Design & Workmanship | Evaluation of construction quality, joints, finish and overall build against the standard |
| Dimensional Verification | Confirms the bed's dimensions and tolerances conform to IS 17635 specifications |
| Stability Test | Checks the bed remains stable and does not tip or shift under normal use |
| Vertical Static Load | Verifies the bed withstands a specified downward load without deformation or failure |
| Horizontal Static Load | Tests resistance to sideways forces that occur during everyday use |
| Vertical Impact Test | Simulates the repeated impact of a person sitting or dropping onto the bed over its life |
All testing is conducted at BIS-recognised laboratories. Pre-testing before formal application helps catch compliance gaps early and avoid rejections.
BIS Certification Process for Beds
The process runs through the BIS ManakOnline portal and, importantly for furniture, does include a factory inspection (unlike CRS for electronics). Here is the full journey:

CM/L granted
For a domestic manufacturer with a ready facility and complete documentation, the licence is typically granted in around 30 days once testing is done, with a total timeline of roughly 3 months end-to-end. The factory inspection is a genuine step here - a BIS officer visits to verify your production process, raw materials, and in-house quality controls - so factory readiness is just as important as the product passing its tests.
BIS ISI Mark Certification Process
Documents Required
Accurate, BIS-format documentation is the single biggest factor in a fast approval. For Beds you will need:
- Business documents - company registration, GST, legal entity proof
- Factory layout plan with dimensions and production zones
- List of plant & machinery with specifications
- Quality control manual and in-process inspection procedures
- Raw material specifications - wood grades, metal specs, adhesives, coatings
- Product drawings and design specifications per IS 17635
- Test reports from a BIS-recognised furniture laboratory
- In-house testing equipment list with calibration certificates
- Authorisations, undertakings & declarations as required by BIS
- For importers: AIR appointment and FMCS documents (see below)
Incorrectly formatted documents are the number-one cause of BIS delays. Standphill India prepares everything in exact BIS-prescribed formats to keep your file moving.
Beds BIS Certification – Timeline, Fees & Validity
The total cost of BIS certification for beds is made up of BIS application and marking fees, the laboratory testing charges, and professional support if you use a consultant. Timelines run to roughly 30 days for a well-prepared Indian manufacturer (about 3 months total including testing and inspection), and up to around 180 days for foreign manufacturers going through FMCS. Once granted, the licence requires the ISI Mark and CM/L number on every unit, and is renewed periodically rather than being a one-time grant.
MSME relief: Micro/small units on the Udyam portal (turnover up to Rs 2 crore, plant & machinery up to Rs 25 lakh) may be permanently exempt from the QCO, and others can still get marking-fee discounts of up to 80%. Check your eligibility.
Get Your Beds BIS-Certified Before the QCO Deadline Bites
From a single bed model to a full range, Standphill India handles your IS 17635 certification end-to-end - scope assessment, documentation, BIS-recognised lab testing, factory-audit preparation, and the ISI licence - plus FMCS and AIR services for overseas bed makers.
BIS Certification for Foreign Beds Manufacturers (FMCS)
If your beds are manufactured outside India, you cannot use the domestic ISI route. Foreign manufacturers must certify through the Foreign Manufacturers Certification Scheme (FMCS), handled by the BIS Foreign Manufacturers Certification Department (FMCD). The biggest practical requirement is that you must appoint an Authorized Indian Representative (AIR) – an India-based entity that files the application, holds correspondence with BIS, and represents you through the process.
The FMCS journey mirrors the domestic one but adds an overseas factory inspection: identify the standard, appoint your AIR, apply on ManakOnline, complete pre-testing as per IS 17635:2022, have the confidential test report submitted by the lab to FMCD, undergo the overseas factory inspection, and receive your FMCS licence. Standphill India provides complete FMCS support and AIR services, so a manufacturer in China, Vietnam, Malaysia, Italy or anywhere else can sell beds into India compliantly.
