BIS Certification for Beds under IS 17635:2022

Beds are among the most essential furniture products in any home, hotel, hostel, hospital or institution, and because people spend hours on them every day, their structural safety and durability matter a great deal. That is the thinking behind bringing beds under mandatory quality control in India. Under the Furniture (Quality Control) Order, 2025, BIS certification for beds is no longer optional - it is a legal requirement, and from 13 February 2026 a bed cannot be manufactured for sale, imported, or stocked for sale in India without a valid BIS licence and the ISI Mark.

IS 17635:2022 is the Indian Standard titled "Furniture - Beds - Specification". It lays down the technical requirements covering design, construction, materials, and the performance and safety tests a bed must pass. The standard applies to beds intended for adult use in both domestic and non-domestic settings, and it covers both fully-manufactured beds and ready-to-assemble beds (which are evaluated after assembly, as a customer would actually use them).

It is worth knowing what the standard does not cover, because this is where businesses sometimes apply under the wrong category. IS 17635 excludes waterbeds, airbeds, foldaway beds, medical or special-needs beds, and - importantly - bunk beds, which have their own dedicated standard, IS 17636:2022, because of the additional fall and entrapment risks they carry.

Under the Furniture QCO, beds simply cannot be legally manufactured for sale, imported, distributed or sold in India without BIS certification and ISI marking once enforcement begins. The purpose is straightforward: to protect buyers from beds that collapse, sag, or fail under normal load, and to bring consistent, verifiable quality across a market that has historically had none. For a manufacturer, certification also does something valuable on the business side - it becomes a recognised quality signal that opens doors to organised retail, bulk institutional contracts, and government tenders, all of which increasingly demand the ISI Mark.

For a domestic manufacturer with a ready facility and complete documentation, the licence is typically granted in around 30 days once testing is done, with a total timeline of roughly 3 months end-to-end. The factory inspection is a genuine step here - a BIS officer visits to verify your production process, raw materials, and in-house quality controls - so factory readiness is just as important as the product passing its tests.

Accurate, BIS-format documentation is the single biggest factor in a fast approval. For Beds you will need:

• List of plant & machinery with specifications
• Quality control manual and in-process inspection procedures
• Raw material specifications - wood grades, metal specs, adhesives, coatings

• In-house testing equipment list with calibration certificates
• Authorisations, undertakings & declarations as required by BIS
• For importers: AIR appointment and FMCS documents (see below)

The total cost of BIS certification for beds is made up of BIS application and marking fees, the laboratory testing charges, and professional support if you use a consultant. Timelines run to roughly 30 days for a well-prepared Indian manufacturer (about 3 months total including testing and inspection), and up to around 180 days for foreign manufacturers going through FMCS. Once granted, the licence requires the ISI Mark and CM/L number on every unit, and is renewed periodically rather than being a one-time grant.

If your beds are manufactured outside India, you cannot use the domestic ISI route. Foreign manufacturers must certify through the Foreign Manufacturers Certification Scheme (FMCS), handled by the BIS Foreign Manufacturers Certification Department (FMCD). The biggest practical requirement is that you must appoint an Authorized Indian Representative (AIR) – an India-based entity that files the application, holds correspondence with BIS, and represents you through the process.
