Which Screws Are Covered Under This Mandate?


The order provides a detailed table of 14 types of screws that fall under its purview. In essence, it covers almost all common variants of cross recessed screws, including:


1. ) Drilling Screws with Tapping Screw Thread (Pan Head, Countersunk Head, Raised Countersunk Head)

2. ) Hexagon Head Washer Drilling Screws with Tapping Thread

3. ) Tapping Screws (Pan Head, Countersunk Flat Head, Raised Countersunk Oval Head)

4. ) Pan Head Screws (with Type H or Z Cross Recess)

5. ) Countersunk Flat Head Screws (Steel, Stainless Steel, and Non-Ferrous)

6. ) Raised Countersunk Head Screws

8. ) Specialty Screws like Drywall Screws, Chipboard Screws, and Cross-recessed Countersunk Head Wood Screws.


Each type must conform to its specific Indian Standard (IS), which are often aligned with international ISO standards.


Key Compliance Dates: A Phased Implementation


The government has provided a phased timeline for compliance, offering relief to Micro and Small Enterprises (MSEs). The deadlines are as follows:

Who is Exempted from This BIS Order?


The order outlines specific exemptions. It does not apply to:


Goods Manufactured for Export: Screws produced in India solely for export purposes.

Imported Components: Screws imported as a part of a finished good, sub-assembly, or component.

Inputs for Export Production: Screws imported by a domestic manufacturer for use in products that will be exported.

Certain Micro Enterprises: Enterprises registered on the Udyam Portal with plant & machinery investment 25 lakh and turnover 2 crore (as certified by a CA) are exempt.

R&D Imports: Original Equipment Manufacturers (OEMs) can import up to 200 kg per year for research and development. These cannot be sold and must be disposed of as scrap, with proper records maintained for government inspection.


Certification and Enforcement Authority


The Bureau of Indian Standards (BIS) is the sole certifying and enforcing authority for this order. Manufacturers must obtain a BIS license for their products through the Conformity Assessment Scheme-I (Scheme-I) as per the BIS regulations.


Penalty for Non-Compliance


Failure to comply with this order is a serious offence. Any person or entity found manufacturing, storing, selling, or importing non-compliant screws will be subject to legal action and penalties under the Bureau of Indian Standards Act, 2016, which can include hefty fines and imprisonment.
