BIS Certification for Heating Appliances, Electric Blankets, Pads & Clothing

Attention Manufacturers & Importers! The Indian Government has issued a landmark Quality Control Order (QCO) that fundamentally changes the compliance landscape for household electrical appliances.

The Safety of Household, Commercial and Similar Electrical Appliances (Quality Control) Order, 2025, published in the Extraordinary Gazette of India on May 19, 2025, makes BIS certification mandatory for a wide range of products, including electric blankets, heating pads, heated clothing, and similar flexible heating appliances.

If you are in the business of manufacturing or importing these products for the Indian market, understanding and adhering to this new mandate is critical for your business continuity.

What is the New BIS Mandate?

The new QCO supersedes the previous 2024 order and mandates that all electrical appliances intended for household, commercial, or similar use must conform to the Indian Standard IS 302 (Part 1):2024 (which is aligned with IEC 60335-1:2020).

This standard, titled "Household and Similar Electrical Appliances — Safety Part 1: General Requirements", applies to appliances with a rated voltage not exceeding:

1. ) 250 V for single-phase appliances

2. ) 480 V for other appliances, including those supplied by direct current (DC) and battery-operated appliances.

Key Implementation Dates: Mark Your Calendar

The order comes into force on 19th March 2026. However, different deadlines apply based on the enterprise size:

1. ) General Implementation Date (Non-MSME): March 19, 2026

2. ) For Small Enterprises: June 19, 2026

3. ) For Micro Enterprises: September 19, 2026

Selling any non-compliant product after these dates is illegal and will attract severe penalties under the BIS Act, 2016.

Which Products Require This BIS Certification?

The list of covered appliances is extensive. Specifically, for the heating category, the following are included (as listed under Serial No. 43 in the Gazette):

1. ) Electric Blankets (Over blankets and under blankets)

2. ) Heating Pads (Flexible pads for body warming/therapy)

3. ) Heated Clothing (Electrically heated jackets, vests, gloves, socks, etc.)

4. ) Similar Flexible Heating Appliances

The mandate also covers 90 other appliance categories, from vacuum cleaners and kitchen hoods to hair clippers and air purifiers, making it one of the most comprehensive QCOs to date.

Why is This BIS Certification Non-Negotiable?

1. ) Legal Compliance & Market Access: Selling any covered product without the Standard Mark (ISI Mark) under a valid BIS licence is prohibited. Non-compliance can lead to severe consequences, including product seizure, hefty fines, and imprisonment.

2. ) Consumer Safety: The IS 302-1 standard involves rigorous testing for critical safety hazards like electric shock, overheating, mechanical risks, and fire. The ISI Mark is a trusted symbol of safety for Indian consumers.

3. ) Customs Clearance: For importers, the BIS licence is essential for clearing customs at Indian ports. Without it, your consignment will be detained or rejected, causing significant financial loss and supply chain disruption.

4. ) Brand Reputation: Certification demonstrates your commitment to quality and safety, giving you a competitive edge and building brand trust in a crowded market.

The Complex BIS Certification Process

Navigating the BIS Compulsory Registration Scheme (CRS) for this new order is a multi-step process:

1. ) Application Filing: Preparing and submitting a detailed application on the BIS portal.

2. ) Sample Testing: Sending product samples to a BIS-recognized laboratory for testing against IS 302 (Part 1):2024.

3. ) Report Submission: Uploading the test reports to the BIS portal for review.

4. ) Technical Scrutiny: BIS officials scrutinize all documents and test data.

5. ) Grant of Licence: Upon successful scrutiny, the BIS licence is granted.

6. ) ISI Marking: You are then authorized to affix the Standard Mark on your products.

This process is complex and requires meticulous documentation and sample preparation to avoid delays and rejections.
