IS 16444 Part 1:2015 is the Bureau of Indian Standards specification for AC static direct connected watthour meters - the smart electricity meters used to measure electrical energy consumption in residential, commercial, and industrial connections across India. The standard covers meters in two accuracy classes - Class 1 which permits a measurement accuracy of ±1% and Class 2 which permits ±2% accuracy - under defined test conditions.
These are not simple measuring instruments. A smart meter must maintain accurate energy measurement across a wide range of load conditions, environmental temperatures, voltage variations, and electromagnetic interference environments - while also supporting digital communication for remote reading, tamper detection, and demand management. IS 16444 Part 1:2015 tests for all of this.
Key requirements under IS 16444 Part 1:2015 include:

6. ) EMI and EMC performance - the meter must function correctly in the presence of electromagnetic interference from industrial and domestic sources
7. ) Insulation and safety requirements - high voltage insulation tests to ensure operator and installation safety
8. ) Display accuracy and readability - the digital display must correctly show energy consumption data
9. ) Communication interface performance - for smart metering functions including remote reading and tamper detection
10. ) Marking and sealing requirements - all certified meters must carry the correct BIS ISI Mark and required identification
BIS certification under IS 16444 Part 1:2015 is mandatory for smart meter manufacturers under the BIS Act, 2016. All meters supplied to electricity distribution companies, state electricity boards, and government smart metering programmes in India must carry a valid BIS ISI Mark - making certification an absolute prerequisite for participating in India's smart meter rollout.
