IS 11652:2017 is the Bureau of Indian Standards specification for high density polyethylene (HDPE) and polypropylene (PP) woven sacks used specifically for packaging 50 kg cement. Cement is one of the most abrasive, heavy, and demanding packaging applications - the sack must withstand the weight and abrasiveness of cement, survive being dropped from height during handling, resist tearing during stacking, and maintain its integrity through the supply chain from factory to construction site.
IS 11652:2017 defines mandatory requirements across the following parameters:
1. Material specification - the HDPE or PP tape used in weaving must meet defined tenacity and elongation requirements
2. Weight per unit area (GSM) - the woven fabric must meet minimum weight specifications to ensure sufficient strength
3. Tensile strength - both warp direction and weft direction tensile strength of the woven fabric must meet minimum values
4. Elongation at break - the fabric must stretch within defined limits before failing under load
5. Seam strength - the bottom seam of the sack must hold the full load without failure - a critical requirement for 50 kg cement bags
6. Drop test - filled sacks must survive being dropped from a defined height without bursting or seam failure
7. UV stabilisation - the material must be UV stabilised to maintain strength during outdoor storage
8. Dimensions and tolerances - sack dimensions must conform to standard specifications for 50 kg cement filling
9. Printing and marking - the ISI Mark and required identification must be correctly printed on every certified sack
BIS certification under IS 11652:2017 is mandatory for all woven sack manufacturers supplying to cement companies in India. Major cement producers require BIS-certified sacks from their packaging suppliers - making IS 11652 certification a direct commercial requirement for woven sack manufacturers across the country.
