Mandatory ISEER Star Label under IS 1391 | Stricter 2026 Norms | Manufacturers & Importers

IS 1391 / ISEER
India & Imports

Quick Answer

Room air conditioners need a mandatory BEE star label rated by ISEER under IS 1391. No AC - fixed-speed or inverter, window or split - can be manufactured, imported or sold in India without a valid BEE registration, and from 1 January 2026 the ISEER thresholds are stricter, so many models have been reclassified down a star. Standphill India is an expert BEE certification consultant for air conditioners, handling testing, brand & model registration, label generation and renewals end-to-end. Call +91-9667674225.

2026 reality check: From 1 January 2026, BEE raised the ISEER bands - a model that was 5-star in 2025 may now display as 4-star, and a 5-star split AC now needs an ISEER above roughly 5.6. Existing star labels are tied to a label period and must be renewed/re-rated to the new table. If you manufacture or import ACs, your models need re-rating now to keep selling. BEE Certification for Air Conditioners - Overview

Room air conditioners are one of the highest energy-consuming appliances in any Indian home or office, which is why they sit firmly in the BEE mandatory category. Every AC sold in India - window or split, fixed-speed or variable-speed inverter - must carry the BEE star label showing its energy efficiency, and the rating is decided not by a simple wattage but by the ISEER (Indian Seasonal Energy Efficiency Ratio), a measure tuned to India's long, hot cooling season.

The performance and test basis comes from IS 1391 (Part 1 & Part 2):2018 - the Indian Standard for room air conditioners - while the star bands are notified by BEE under the BEE Standards & Labelling programme. ISEER is calculated over a defined temperature-bin distribution (24-43°C) and 1600 cooling hours a year, so it reflects real Indian usage rather than a single lab point. A separate quirk: every star-labelled AC must also ship with a default 24°C setting.

Because ACs are also a BIS-controlled product, most manufacturers need both a BIS certification (safety/quality) and a BEE star label (energy efficiency) - and a valid BIS licence is often required before BEE model registration. Standphill India runs the whole AC compliance stack: ISEER lab testing at a BEE-approved lab, brand and model registration, label generation, and the re-rating now forced by the 2026 ISEER revision - for Indian makers and importers alike.

How the BEE Star Rating Works for Air Conditioners

For air conditioners, the star is a direct function of the ISEER value - and the bands tighten over time:

  • ISEER = annual cooling output ÷ annual energy consumed - higher ISEER means more cooling per unit of electricity
  • Tested under IS 1391 (Part 2) over a 24-43°C temperature-bin profile and 1600 annual cooling hours
  • More stars = higher ISEER band = lower running cost (a 5-star inverter typically pays back its premium within ~3 years of regular use)
  • From 1 January 2026 the ISEER thresholds were raised - old 5-star reclassified to 4-star, old 4-star to 3-star
  • Inverter (variable-speed) ACs generally achieve higher ISEER than fixed-speed models
  • The label also shows brand, model, annual units (kWh) and whether the compressor is fixed or variable speed

Compare ISEER, not just stars: a 2026-labelled 4-star AC with ISEER 5.2 is more efficient than a 2022-labelled 5-star AC with ISEER 5.0. The unit did not change - the standard did. This is exactly why model re-rating against the 2026 table is critical for sellers.

Frequently Asked Questions

Yes. Room air conditioners - fixed-speed and variable-speed (inverter), window and split - are in the BEE mandatory category. Every AC manufactured, imported or sold in India must carry a valid BEE star label rated by ISEER. Selling an AC without the star label is prohibited under the Energy Conservation Act, 2001.
ISEER (Indian Seasonal Energy Efficiency Ratio) is the ratio of an AC's total annual cooling output to its total annual energy consumption, measured under IS 1391 (Part 2) across a 24-43 degree C temperature-bin profile over 1600 cooling hours. A higher ISEER earns more stars. From 1 January 2026 the ISEER bands were raised, so the same ISEER now earns fewer stars than before.
In most cases, yes. ACs are controlled by BIS for safety and quality under IS 1391, and by BEE for energy efficiency via the star label - and a valid BIS licence is typically a prerequisite document for BEE model registration. Standphill India handles both BIS and BEE for air conditioners together so you meet both requirements without duplicated effort.
Because BEE raised the ISEER thresholds from 1 January 2026. Your AC did not get worse; the benchmark became stricter, so the same ISEER now falls in a lower star band. Existing labels must be re-rated to the new table to keep selling. Standphill India manages the re-rating and re-labelling for your models.
Yes. For imported ACs the BEE registration is taken in the name of the Indian importer. The models are tested for ISEER at a BEE-approved lab and registered on the BEE portal. Standphill India structures the importer-route registration and manages every model for AC importers, with worldwide coordination.
