WPC ETA Certification in India – Process, Fees, Documents & Validity

WPC stands for Wireless Planning and Coordination. The WPC Wing is a division of the Department of Telecommunications (DoT), Ministry of Communications, Government of India, established in 1952. It is India's national radio regulatory authority – it manages the country's radio frequency spectrum, issues wireless licences, and ensures that every wireless device operating in India stays within approved frequency and power limits without interfering with licensed networks.

For any business, the practical touchpoint with the WPC Wing is WPC certification – the approval your wireless product must hold before it can legally enter the Indian market. This confirms the device operates only in India's approved de-licensed bands (such as 2.4 GHz and 5 GHz), transmits within permitted power levels, and does not generate harmful interference.

This is the single most common point of confusion, so let's settle it clearly: WPC certification and WPC ETA approval are the same thing. They are not two separate approvals you need to get – they are two names for one mandatory wireless approval.

WPC certification is the general, umbrella term people use for "getting your wireless product approved by the WPC Wing." WPC ETA – which stands for Equipment Type Approval – is the specific, official name of that approval for products operating in de-licensed frequency bands. So when you see "WPC certification", "WPC ETA certification", "WPC ETA approval", "WPC ETA certificate" or "WPC licence" being used, they all point to the same outcome: a valid Equipment Type Approval from the WPC Wing that lets you import, manufacture or sell your wireless product in India.

(Note: the WPC Wing also issues other instruments such as Import Licences and Dealer Possession Licences for specific situations, but for the vast majority of manufacturers and importers of consumer wireless products, the ETA is the approval that matters.)

Typical timeline: with a complete RF test report and correct documents, the self-declaration route is often granted within a few days to about two weeks; standard cases generally complete in around 4–6 weeks. No factory inspection is required for WPC ETA (unlike BIS ISI Mark). The biggest causes of delay are an incomplete RF report, mismatched model numbers across documents, and wrong category selection – all of which we eliminate before filing.

Accurate, consistent documentation is the single biggest factor in a fast approval. The core set is:

• RF Test Report – from a NABL-accredited Indian lab or an ILAC-accredited foreign lab (ISO/IEC 17025), covering every wireless module in the product
• Technical specifications / datasheet – frequency bands, output power, antenna details
• Block diagram of the RF section
• User manual (English)
• Product photographs from multiple angles
• Company documents – GST, Certificate of Incorporation / PAN
• Authorization / NOC letter from the manufacturer
• Import Export Code (IEC) – for importers
• Self-declaration for each model (de-licensed band products)

One of the most business-friendly features of WPC ETA is its lifetime validity. Unlike BIS CRS (2 years) or many other approvals, a WPC ETA certificate does not expire and needs no renewal – it stays valid for the lifetime of the product model, as long as nothing changes. The approval is issued per model, not per brand.

You must, however, obtain a fresh WPC ETA if any of the following change: the RF module or wireless chipset; the frequency band or output power; the addition of a new wireless feature (for example, adding Wi-Fi to a Bluetooth-only device); or the product's model number or brand name. Minor firmware updates that do not alter RF behaviour generally do not require a fresh ETA.

If your wireless products are made outside India, there is one rule that catches many global brands off guard: WPC ETA certificates are issued only to Indian entities. A foreign manufacturer cannot hold the ETA directly – it must appoint an Authorized Indian Representative (AIR) who files for and holds the certificate on its behalf and acts as the official contact for the WPC Wing.
