BIS Certification for Electric Water Boilers - IS 302 Part 1:2024

Electric Water Boilers are commonly used appliances in homes, offices, restaurants, hotels, hospitals, and commercial kitchens for heating and boiling water. Since these devices involve direct contact with water and electricity, they pose serious safety risks such as electric shock, fire hazards, overheating, and leakage. Ensuring quality and safety standards is, therefore, crucial.

To regulate this sector, the Government of India has made BIS Certification mandatory for Electric Water Boilers under the Safety of Household, Commercial and Similar Electrical Appliances (Quality Control) Order, 2025 (QCO 2025).

From 19th March 2026, it will be illegal to manufacture, import, sell, distribute, or stock Electric Water Boilers in India without a valid BIS ISI Mark. This mandate is enforced under the Bureau of Indian Standards (BIS) Act, 2016.

Applicable Indian Standards

Electric Water Boilers must conform to the following standards:

1. ) IS 302 (Part 2/Section 15): 2008 – Particular requirements for appliances for heating liquids (Electric Water Boilers fall under this category).

2. ) IS 302 (Part 1): 2024 – Household and Similar Electrical Appliances – Safety – General Requirements.

3. ) Aligned International Standard – IEC 60335-2-15 and IEC 60335-1.

These standards ensure that products comply with both Indian and international safety requirements.

Scope of the Standard

1. ) This standard covers:

I. ) Electric Water Boilers intended for household and commercial indoor use.

II. ) Appliances with a rated voltage not exceeding 250 V for single-phase AC/DC and 480 V for three-phase AC.

III. ) Boilers designed for boiling or heating water for domestic, institutional, or commercial use.

2. ) Not covered under the standard:

I. ) Industrial boilers operating at high pressure or for large-scale industrial applications.

II. ) Gas-operated or non-electric water heating devices.

Certification Scheme

Electric Water Boilers fall under the BIS ISI Mark Certification Scheme (Scheme I), as per the BIS Conformity Assessment Regulations, 2018.

Once certified, manufacturers are authorized to use the ISI Mark on their products, indicating conformity to the Indian Standard. This mark is legally mandatory for all Electric Water Boilers sold in India after the enforcement date.

Implementation Timeline under QCO 2025

The government has introduced a phased compliance timeline:

1. ) General Manufacturers – 19th March 2026

2. ) Small Enterprises – 19th June 2026

3. ) Micro Enterprises – 19th September 2026

This staggered timeline allows MSMEs additional time to achieve compliance.

Mandatory Tests for Electric Water Boilers

As per IS 302 (Part 2/Section 15) and IS 302 (Part 1): 2024, the following mandatory tests must be conducted:

1. ) Protection Against Electric Shock – Ensures no live part is exposed during normal or abnormal use.

2. ) Input Power and Current Test – Confirms the appliance functions safely within rated capacity.

3. ) Heating Test – Evaluates heating element safety and overheating prevention.

4. ) Insulation Resistance and Leakage Current Test – Ensures proper insulation and prevents hazardous leakage.

5. ) Mechanical Strength Test – Validates durability of casing and housing.

6. ) Resistance to Heat and Fire Test – Ensures plastic parts and enclosures can withstand high temperatures.

7. ) Marking and Instruction Check – Ensures correct labeling with voltage, capacity, manufacturer details, and safety instructions.

8. ) Endurance of Heating Elements – Ensures safe and consistent performance under repeated use.

9. ) Water Spillage and Safety Test – Prevents leakage that can cause electrical risks.

Optional Tests (If Applicable)

1. ) Overload Protection of Circuits – Protects against circuit damage.

2. ) Abnormal Operation Test – Simulates misuse or malfunction scenarios.

3. ) Stability Test – Prevents tipping or instability during operation.

4. ) Moisture Resistance Test – Ensures performance in humid environments.

5. ) Performance Efficiency Test – Validates quick and safe boiling performance.
